The DMV's Dedicated Medical Practice for Injured Federal & Postal Employees
Nine clinics. One phone number. A physician-led team that treats federal OWCP claims — and only federal OWCP claims — so the medicine and the paperwork are right the first time.
Federal Injury Centers is a multi-location medical practice in the Washington DC, Maryland and Northern Virginia region founded by Dr. John Rosa, DC and Dr. Rick Rosa, DC and led medically by Dr. Yasmin Ahmed, MD. It treats federal and USPS employees injured on the job under the Federal Employees' Compensation Act (FECA), providing OWCP-enrolled physicians, nurse practitioners, chiropractors and physical therapists who evaluate and treat work injuries, complete OWCP forms CA-16, CA-17 and CA-20, and bill the U.S. Department of Labor directly at nine clinics.
Get Injured Federal Workers the Care — and the Documentation — Their Claim Depends On
Federal workers' compensation is not like state workers' comp or private insurance. Under FECA, an injured employee's access to treatment, wage-loss compensation and a schedule award all hinge on physician-authored medical evidence: a clear diagnosis, objective findings, a causation opinion connecting the condition to the job, and accurate work restrictions on a CA-17. Claims are delayed or denied far more often for weak documentation than for weak medicine.
Federal Injury Centers was built to solve both halves of that problem at once. Every clinic pairs physician-led medical care with chiropractic and physical therapy under one treatment plan, and every provider is trained on what OWCP claims examiners need to see. We treat federal claims exclusively, so there is no learning curve on your case.
Built Around the Federal Claim, Not Bolted Onto a General Clinic
Federal-only focus
We do not treat auto accidents, state workers' comp or sports injuries on the side. Our schedulers, front desk, providers and billing team work OWCP claims every day, so nothing about your CA-16, your authorization or your Duty Status Report is unfamiliar.
Physician-led, integrative care
An MD Medical Director, nurse practitioners, chiropractors and physical therapists share one treatment plan and one record. You get the right modality without being referred around town, and OWCP gets a consistent, physician-authored file.
Documentation that holds up
Causation narratives, objective findings, CA-17 restrictions and CA-20 reports written the way DFEC claims examiners expect to read them — and impairment ratings for schedule awards when you reach maximum medical improvement.
From a 17-Clinic Integrative Network to a Practice Dedicated to Federal Workers
Accessible Beltway Clinics
Dr. John Rosa builds Accessible Beltway Clinics into a network of 17 clinics across Maryland and Virginia combining medicine, chiropractic, physical therapy, acupuncture and behavioral medicine — and demonstrates a 70% reduction in opioid prescribing when integrative care is embedded in primary care.
Opioid-crisis leadership
Dr. Rosa serves as a White House surrogate and consultant and advises Homeland Security, CBP, DOJ, DEA and the U.S. Postal Service on non-opioid pain management — shaping the conservative-care-first philosophy that Federal Injury Centers follows today.
The Six Pillars of Sports Recovery
Dr. Rick Rosa publishes his recovery framework and applies athlete-grade testing and monitoring to injury rehabilitation, later adapting the same protocols for federal employees whose jobs demand full physical function.
Federal Injury Centers
The Rosas launch Federal Injury Centers as a practice devoted exclusively to federal and postal employees under FECA, with Dr. Yasmin Ahmed, MD as Medical Director and nine clinics serving the Washington DC metro area.
The People Behind Federal Injury Centers
Every patient is treated under the supervision of a physician Medical Director and a leadership team with decades of integrative musculoskeletal care.
