Goddard civil-service employees (not contractors, who are covered by their employer's state workers' compensation) are FECA-covered federal employees and can be evaluated, treated and have CA-17 restrictions updated here without leaving the area.

I work at the IRS in New Carrollton and have carpal tunnel. Is that a federal work comp claim?
It can be. Carpal tunnel syndrome and similar cumulative conditions caused by repetitive keying are occupational diseases under FECA, filed on Form CA-2 rather than CA-1. These claims turn on a physician's rationalized opinion connecting your specific duties — hours per day keying, years in the position — to the diagnosis. Our Greenbelt DOL doctors take that history and write the CA-20 and narrative report accordingly. Continuation of Pay does not apply to CA-2 claims; wage loss is claimed on CA-7.
Are USDA Beltsville and Goddard contractors covered by FECA?
Generally no. FECA covers federal civilian employees — civil-service staff of NASA, USDA, the IRS and other agencies, and all USPS employees. Contractor employees at Goddard, Beltsville or any federal site are usually covered by their employer's Maryland workers' compensation insurance instead. If you are not sure which you are, look at who issues your paycheck and W-2; if it is a federal agency, call us.
Is federal workers' comp the same as Maryland workers' comp?
No. Federal and postal employees' claims run through the U.S. Department of Labor's OWCP under FECA, not the Maryland Workers' Compensation Commission. FECA has its own forms (CA-1, CA-2, CA-7, CA-16, CA-17, CA-20), your own choice of physician, Continuation of Pay for the first 45 days after a traumatic injury, and a schedule award system for permanent impairment. Federal Injury Centers treats federal claims exclusively.
What does a visit cost?
Nothing out of pocket on an accepted OWCP claim — no copays or deductibles. We bill OWCP directly and do not bill your personal health insurance for a work injury. Mileage to the clinic is reimbursable on Form OWCP-957.
